The Barsburg Empire's princess, Empress-to-be, and the current host of the Eye of Raphael. Ouka believes that the Barsburg royal family is rotten. She has no interest in the activities those from the upper classes normally engage in, and believes dehumanising actions, like slavery, are wrong. She was initially unwilling to carry on the royal line by accepting her position as the next empress. She instead wished to become a doctor, showing her kind and empathetic nature, which is reflected by her healing type Zaiphon. Ouka is kind and friendly, and cares deeply about the feelings of the people around her. She is also courageous and forgiving. She believes every person and their lives are precious, and gives great importance to freedom. She knows how to stand up for herself and her beliefs. She also holds interest in the world outside royalty, and was even seen carrying a dictionary of colloquialisms. She shares multiple traits with Teito; such as being the heir to the throne of a kingdom, bearing the Eye of Raphael/Mikhael, having a Fyuulong dragon companion etc.. She admires Teito for his honesty and courage, and sees him as a close friend. She still keeps the bunny plush he gave her in District 4. They also share the same birthday (December 1st). Ouka's original body died in an experiment on the Eye of Raphael a few years before the Raggs War. However, the Barsburg scientists had already made 47 clones and the 7th one, otherwise known as OR-0007, was chosen to take the identity of the real Ouka. The Empire brainwashed the Eye of Raphael, and Ouka was used to attack and destroy the Kingdom of Raggs, though she could not remember having done it. She was unaware of the fact that she is a clone until chapter 87. Although she got very sad over this at first, she then accepted herself as what she was. Later, Ea revealed that her body does contain the soul of the original Ouka, and that he (Ea) had moved her soul to one of the clones since she wasn't supposed to die yet. As Teito is also a Barsburg, Ouka is related to him by blood.
